The “Wall Street Journal” reports Ukraine has shifted to a war footing today, declaring a state of emergency and starting to mobilize reservists. Former Boone County Clerk Taylor Burks, who served three combat deployments as a U.S. Navy officer, filed for west-central Missouri’s fourth congressional district seat on Tuesday.
