De’Carlon Seewood says that with inadequate communications, the city can find itself at a strategic disadvantage. He’s recommending the creation of a communications department, including a new full-time communications director. Seewood says this is not centralized communications, saying departments will retain their communications staff. He says the communications department would support and coordinate department communications and not control them.
