The Missouri Department of Natural Resources (DNR) says it has received about 30 water quality concerns regarding Columbia homeless encampments since November 2022.

DNR has written a letter to city officials, saying trash and human waste from the homeless camps can significantly contribute to pollution and water quality issues. DNR wants more information on the issue, saying they are potential violations of the city’s stormwater permit.

DNR’s letter also says that they understand that homeless camps “are a result of complex social, economic and mental-health related issues.” DNR’s letter also says the agency stands ready to assist the city on this issue.

Homeless issues have been brought to the city council in the past year. Columbia realtor Rhonda Carlson testified before the council in March 2024, complaining about property owners being billed to clean up homeless camps.
