Oath of office tonight for Columbia’s new second ward council person; council to discuss downtown parking as well

A Mizzou professor who’s been active with Citizens for Roll Carts and with the Highland Park neighborhood association will receive the oath of office tonight to fill the remaining four months of former city councilwoman Andrea Waner’s term.

Professor Rachel Proffitt was appointed at last week’s special meeting. Proffitt does not plan to seek a full three-year term in April, adding that she’ll be able to meet with her second ward constituents to ensure that their views are well-represented.

Ms. Proffitt’s application indicates homelessness is an issue she’ll focus on: she says the city has a prerogative to address the current state of homelessness and provide humane and forward-thinking solutions. She’s also concerned about affordable housing.

Columbia’s city council will also discuss proposed parking utility changes at tonight’s pre-council meeting. The council will be briefed on a 12-page report, which says there are currently six meter zones in the downtown area that range from ten hours to 24 minutes. City officials plan to propose reducing the number of zones to four: ten-hour, three-hour, one-hour and 15-minute curbside metered spaces.
