State lawmaker proposes seclusion and restraint legislation

A state lawmaker wants more limits on when kids can be put in an isolation room or restrained in Missouri schools.

Republican Dottie Bailey says seclusion and restraint can lead to trauma for vulnerable students.

Illinois’ governor issued an emergency rule banning seclusion rooms, after a Pro Publica report last month showed the way some schools in that state were using them.

Monday was the first day Missouri lawmakers could pre-file bills for the 2020 state legislative session.
